Jennifer has over 20 years of leadership experience working with businesses, universities and not-for-profit organizations. Jennifer has built and managed government relations teams, developed and executed successful strategic plans and has directed and managed multiple large-scale projects for a variety of organizations and companies.

Prior to joining JEA, Jennifer was Managing Partner at J Jenkins & Associates, consulting with education non-profits, focused on strategic planning, grant implementation and project management. During this time, Jennifer helped to implement a national grant initiative for military families, managed the oversight of multiple federal grant application processes, served as interim Chief Operating Officer of a national non-profit and secured new policy and appropriations serving the expansion of student access to quality educational programs and curriculum.

Before becoming a consultant, Jennifer was Executive Director of Government Relations at the College Board, a $600 million education non-profit membership association committed to excellence and equity in education. It is composed of more than 5,900 schools, colleges, universities and other educational organizations. Its mission is to connect students to college success and opportunity.

While at the College Board, Jennifer built and led the government relations team comprised of 22 professionals, including regionally based directors, contract lobbyists, consultants and support staff. Creating and executing the GR team vision, goals and strategic plan, Jennifer was successful in leading the organization’s efforts in building sustainable relationships, passing state legislation and appropriations and designing a national and regional communications plan.

During her 14 years at the College Board, Jennifer also worked closely with school district personnel, teachers, counselors and superintendents, helping to create policies and programs to open access to college for all students. In addition, she spent a number of years working with enrollment management, financial aid and admissions staff to support the usage of College Board products and services on college campuses.

Jennifer began her career in the education sector as a financial aid officer at the University of New Hampshire. This, along with her experience working in the NH State Senate solidified her lifelong commitment to create educational policies and programs that support improving the lives of students from all backgrounds.
